On March 15, 2019, a Thinner manufacturing factory in Mohali had caught fire where thousands of litres of thinner was stored in barrels and underground tanks. The fire was followed by several explosions due to the storage of highly inflammable chemicals.
The fact-finding committee under SDM Jagdeep Sehgal into the Factory Fire has made serious observations as to the cause of the devastating accident.
The following are the primary observations of the inquiry report:
Ø The Factory Fire NOC was pending renewal
Ø Chemical Storage was beyond the permissible capacity
Ø The Factory did not possess a valid Petroleum & Explosives License
Ø Consent to Establish and the Consent to Operate had not been obtained from the State Pollution Control Board
Ø Failure of the Factory to deploy a dedicated expert to operate, manage and maintain records of the fire-fighting system.
Ø The Fire-system was found to be dysfunctional on the date of the incident.
The report has been forwarded to the appropriate authority for necessary action, as per law.
