Bihar Police to file Sexual Harassment case against India Head of United Nations Population Fund
The Bihar Police’s Criminal Investigation Department (CID) has issued orders for filing of a charge-sheet against Diego Palacios, Country Head, United Nations Population Fund (UNPF), based on a complaint of sexual harassment filed by a women right’s campaigner, about a year ago. In her complaint, the victim has alleged that the accused had sexually harassed and abused her on multiple occasions during his visit to Bihar. The victim’s resistance to such behaviour led to the accused exerting his undue influence and closing down an anti-child marriage programme titled, ‘Bandhan Tod’. According to sources in the Bihar Police, several problems were faced in the investigation due to the accused's diplomatic immunity and the high-profile nature of the case. The matter was transferred to the CID, which approached the Ministry of External Affairs to interview the accused and key witnesses and to obtain various documents. Authorities are in the process of filing a charge-sheet at the earliest.
