C-Quel contribution to the reform of labour laws in India

Today, we will discuss one of the major and most important contributions to India’s labor law reforms

  • Mr. K. K. Jalan joined as Central Provident Fund Commissioner in June 2013
  • Our Managing Director Mr. Sushobhan Sarkar had a meeting with him
  • Mr. K. K. Jalan was eager to see the presentation and initially suggested holding the Seminar in Delhi Due to the ongoing Parliament Session
  • However, upon Our Managing Director’s Request Session was scheduled on 2nd September 2013, Kolkata
  • Around 160 Companies participated in the Seminar, which was held at the Bengal Chamber of Commerce, Kolkata

Our MD made a detailed presentation with statistics highlighting how a single electronic PF challan made it impossible to track employee-wise contributions. The Principal Employer was unable to track worker wise PF contributions by seeing just a challan.

Mr. . K. K Jalan (CPFC) was highly impressed by the presentation and expressed his sincere gratitude to our Managing Director.He also made a commitment, announcing that within a month, the EPFO department  would release a circular to address this issue which he referred to as the “C-Quel Circular”

C-Quel contribution for PF benefits

On 6th October 2013, The EPFO finally released the circular

Mandating the generation of employee wise PF Contribution statement through ECR.

This reform brought relief to millions of contract workers who had previously been deprived of their PF benefits

The New Regulations made it a criminal offense to deny employees their rightful provident fund contribution

While there are some challenges being faced EPFO remained steadfast in supporting one of the most significant Labour Law reforms in India’s history
